Google Ads vs ChatGPT Ads: what’s the difference, and where should your budget go?

Google Ads vs ChatGPT Ads: the quick answer

Google Ads shows your ad when someone searches for a keyword you chose, while ChatGPT Ads shows it below an AI answer when OpenAI’s system decides that what you sell fits the conversation. Google Ads is the mature platform for capturing demand that already exists, so keep it as the base of your search budget; ChatGPT Ads is a beta platform for reaching people while they research and compare. Add a four-week ChatGPT Ads test worth 10 to 20% of a month’s search spend only if your customers research before they choose and you can cover the minimum daily budget of $25 (50 SAR in riyal-billed accounts).

The question usually arrives in a meeting, or in a message from a client: “Should we be advertising on ChatGPT?”

Log in to OpenAI’s Ads Manager and it looks familiar: campaigns, ad groups, bids and a daily budget. It is tempting to treat it as Google Ads with a new logo and copy your keywords across. That would be a mistake, because the two platforms decide who sees your ad in different ways.

If you are unsure what separates them or how to divide your money, you are not behind. ChatGPT Ads became self-serve in the US in May 2026, meaning any US business could sign up and run ads without a sales contact. It reached Saudi Arabia and the UAE only in September. This guide compares the two platforms using OpenAI’s and Google’s own documentation as it stood in October 2026, then gives you a simple way to decide where your budget goes.

What is the difference between Google Ads and ChatGPT Ads?

The difference is who chooses the moment your ad appears. On Google, you choose it by picking keywords. On ChatGPT, you describe what you sell and OpenAI’s system chooses the conversations.

What is Google Ads?

Google Ads is Google’s advertising platform, launched in 2000 as AdWords. You bid to show ads on Google Search, Shopping, YouTube, Maps, Gmail and millions of partner websites and apps. Its core product is search advertising: you pick the keywords that matter to your business, write ads, and pay when someone clicks.

A search is a short, direct signal. Someone who types “accounting software for restaurants price” has told you what they want in five words, and they are often close to acting on it. Marketers call this demand capture. The interest already exists, and your ad catches it.

What is ChatGPT Ads?

ChatGPT Ads is OpenAI’s advertising platform, managed through Ads Manager at ads.openai.com. OpenAI began testing ads in the US on February 9, 2026 and opened a self-serve beta in May.

Each ad is a labeled card below ChatGPT’s answer, with your business name, logo, headline, description, image and link. OpenAI states that ads do not influence ChatGPT’s answers and that it does not share users’ conversations with advertisers.

A conversation is a longer signal than a search. Someone might spend ten minutes explaining the size of their restaurant, their budget and the tools they already use before asking which accounting software fits. They are still deciding. Call this decision influence: your ad arrives while the shortlist is being written.

Why does the difference matter for your budget?

Capturing demand and influencing a decision pay back on different timelines. A captured search can become a sale the same day. An influenced decision may show up next week as a search for your brand name, which is harder to trace back to the ad. If you judge both platforms by same-day cost per lead alone, you can end up underrating ChatGPT Ads and overrating Google Ads.

There is early evidence that the channel reaches new people. In partner findings OpenAI published in October 2026, Triple Whale reported that 93% of Portland Leather’s visitors from ChatGPT Ads were new. DV Rockerbox put WeightWatchers’ cost per acquisition 15.3% below its blended paid-search benchmark. OpenAI chose these examples, so read them as success stories and not as benchmarks.

Do ChatGPT Ads use keywords? Targeting on Google Ads vs ChatGPT Ads

No. ChatGPT Ads has no keyword targeting: you describe what you sell in context hints, and OpenAI’s system decides which conversations it fits. Google Ads targets the words people search.

On Google Ads, you choose the searches you want and set a match type (broad, phrase or exact) to control how loosely Google interprets them. You add negative keywords to block searches you don’t want. You can then narrow delivery by location, language, device, time of day and audience.

On ChatGPT Ads, you write context hints at the ad group level. These are short, natural phrases that tell OpenAI’s system what you sell, who it helps and when it is useful. OpenAI is explicit that hints are not exact-match keywords or targeting rules, and that they do not guarantee your ad appears in any particular conversation.

Here is the same business on each platform:

  • Google Ads keyword: “ergonomic office chair riyadh” (phrase match)
  • ChatGPT Ads context hint: “Ergonomic office chairs for people who work from home eight hours a day, delivered across Saudi Arabia”

The other controls in ChatGPT Ads are fewer and simpler:

  • Location. You can target by country and, except in campaigns built from a product catalog, by region, city or postal code where available.
  • Platform. You can choose the iOS app, the Android app, or the web on mobile and desktop.
  • Customer lists. You can upload a customer list to include those people, exclude them or bid differently on them. Including them or changing bids needs at least 25,000 contacts that OpenAI can match to ChatGPT users, so most small businesses will only be able to exclude existing customers.
  • Negative phrases. These cover narrow placement rules tied to a brand’s own policies, and only qualifying advertisers get them.

OpenAI’s help documentation describes no age, gender or interest targeting.

Google is moving the same way: broad match, AI Max and Performance Max let its system match your ads to searches beyond your keyword list. The difference is that Google still lets you fall back on exact keywords when you want control.

On ChatGPT Ads, the work shifts from keyword research to describing what you sell precisely and writing many distinct ads. OpenAI’s guidance is that a larger, more varied set of ads gives its system more chances to match you to a relevant conversation.

How much do ChatGPT Ads cost compared with Google Ads?

OpenAI suggests a starting maximum bid of $3 to $5 per click on ChatGPT Ads, and the average Google search click in the US cost $5.42 in 2026. The two numbers are not like for like: one is a suggested bid and the other a measured average, and OpenAI publishes no averages yet. The clearer differences are the minimum daily budget and how much data stands behind each number.

Both platforms run auctions that weigh your bid together with the relevance of your ad, so neither has a price list.

The Google figure comes from the WordStream and LocaliQ benchmark report, whose 2026 edition covers 13,474 US search campaigns on Google and Microsoft Ads. It puts the average conversion rate at 8.18% and the average cost per lead at $66.69. Clicks range from $1.63 in arts and entertainment to $9.87 in legal services. These are US figures, so use your own account data for your market.

On ChatGPT Ads, you choose one of three objectives:

  • Views. You pay per 1,000 impressions (CPM).
  • Clicks. You pay per valid click (CPC).
  • Conversions. The system optimizes toward an action such as a purchase or sign-up, but you are still billed per click or per impression.

Google Ads has no minimum spend. ChatGPT Ads sets a minimum daily budget by billing currency: $25 in dollar-billed accounts and 50 SAR in riyal-billed ones. At the fixed rate of 3.75 riyals to the dollar, 50 SAR is about $13, so an account billed in riyals can start lower than one billed in dollars.

A daily budget is an average on both platforms, so either can spend up to twice that amount on a busy day. Google caps the month at 30.4 times your daily budget, and OpenAI caps the week at seven times.

Here is what the dollar minimum buys. Four weeks at $25 a day costs up to $700. If your clicks cost $3 to $5 each, that is roughly 140 to 230 clicks. OpenAI publishes no conversion benchmarks, so plan with a range: at 2% you get 3 to 5 conversions, and at 5% you get 7 to 12.

Either way, that is enough to see whether the traffic is relevant and too little to prove which platform is cheaper. On Google Search, $700 at the US average cost per lead brings about 10 leads, and that figure is measured, not assumed.

Who sees your ads on Google and on ChatGPT?

Google can show your ad to anyone who searches. ChatGPT shows ads only to logged-out visitors and to people on its Free and Go plans, so advertisers reach just part of its audience.

Google says it handles more than 5 trillion searches a year. ChatGPT reaches 1.2 billion people each week, according to OpenAI. Several limits narrow the ChatGPT figure:

  1. Most paid plans are ad-free. Plus, Pro, Business, Enterprise and Edu accounts have no ads, and neither do accounts identified as belonging to under-18s. Go, OpenAI’s low-cost plan, does carry ads.
  2. Free users can opt out of ads in exchange for lower usage limits.
  3. Some chats never carry ads. Ads do not appear in Temporary Chats, or next to sensitive topics such as personal health, mental health and politics.

The first limit matters most for B2B. If you sell to professionals whose employer pays for ChatGPT, they will not see your ad on their work account.

Intent narrows the audience further: Martechvibe’s report on OpenAI’s Middle East launch put the share of ChatGPT conversations worldwide that show clear commercial intent at 20%.

Does Google Ads show ads in AI answers too?

Yes. Google places ads within AI Overviews, the AI summaries above many search results. In May 2026 it announced tests of two ad formats for AI Mode, its conversational search: Conversational Discovery ads and Highlighted Answers.

Google’s guidance is that ads in AI Overviews and AI Mode come from campaigns you may already run: Performance Max, Shopping, and Search campaigns that use broad match or AI Max. Part of your Google budget may already be buying exposure inside AI answers.

How do you measure results on Google Ads and ChatGPT Ads?

Both platforms can track conversions, but Google’s measurement is mature and ChatGPT’s is still basic.

Google Ads gives you conversion tracking, a native link to Google Analytics 4 and data-driven attribution, which shares credit across the ad interactions that led to a conversion.

On ChatGPT Ads, Ads Manager reports impressions, clicks, spend, click-through rate, average CPC, average CPM and conversions. You track conversions with OpenAI’s pixel (a snippet of code on your site) or its Conversions API, which sends the same data from your server.

Attribution is last-touch: one ad gets all the credit for a conversion. You choose how long after a click a conversion still counts: 7, 14 or 30 days. You can also count people who saw the ad, did not click and converted within a day.

Know the limits before you judge a test:

  1. Reporting lags. Spend can trail by 7 to 8 hours, and conversions can take 24 to 48 hours to appear.
  2. There are no benchmarks yet, OpenAI says, so nobody can tell you what a good click-through rate is.
  3. Your other reports will undercount ChatGPT. OpenAI itself notes that someone may see an ad, return later and convert without clicking it. If that person searches for your brand and clicks a Google ad, Google gets the credit.

Add UTM parameters (tracking tags on your landing page link) to every ChatGPT ad so that your analytics shows which visits came from ChatGPT. To spot the hidden effect, watch whether searches for your brand name and direct visits rise during your test.

Can you run ChatGPT Ads in Saudi Arabia, the UAE and Lebanon?

Yes in Saudi Arabia and the UAE. In Lebanon you can open a self-serve account, but launch reports did not name it among the markets where ChatGPT users see ads.

As of October 2026, OpenAI lists 63 countries for self-serve access. They include Saudi Arabia, the UAE, Qatar, Kuwait, Bahrain, Oman, Jordan, Egypt, Lebanon, Iraq, Morocco, Tunisia and Algeria.

Opening an account and having your ads shown in a country are two separate things. OpenAI announced self-serve access for the Middle East and North Africa on August 31, 2026. Reports of a follow-up announcement in mid-September named Saudi Arabia, the UAE, Qatar, Egypt, Kuwait, Morocco, Turkey, Jordan and Bahrain as markets where ads were being introduced. Lebanon, Oman, Iraq, Tunisia and Algeria are on the account list but were not named, so check the country options in Ads Manager before you plan a local campaign.

These rules trip up regional advertisers:

  • Your legal entity decides eligibility. The business that advertises and pays must be based in a listed country.
  • New accounts may start at home. OpenAI says some new self-serve accounts can advertise only in their home country until identity verification is approved and they reach a required level of spend there. Lebanese businesses that sell to the Gulf should check which countries their account can target before they build a campaign.
  • OpenAI shuts out most regulated sectors. Its ad policies generally prohibit financial and health services ads outside the US, and prohibit legal services ads there. They also disallow political, alcohol, tobacco, gambling and dating ads, along with ads for individual job listings or homes for sale or rent. A clinic in Riyadh or a brokerage in Dubai can use Google Ads, subject to Google’s policies and local law, but should not plan on ChatGPT Ads for now.
  • OpenAI must be able to read your landing page. If your site or firewall blocks OpenAI’s crawlers (OAI-AdsBot and OAI-SearchBot), OpenAI cannot review your ads, and its policies say ads it cannot review are not eligible to run. Ask your developer to allow both crawlers before you submit an ad.

Google Ads or ChatGPT Ads: where should your budget go?

Keep Google Ads as your base. Add a four-week ChatGPT Ads test only if your buyers research before they choose and you can afford the minimum test. Size it at 10 to 20% of your monthly search budget, meaning what you spend on search ads in a month.

Check the rows in order. The first one that describes you decides.

Your situation

Where the budget goes

You work in finance, healthcare or legal services outside the US

Google Ads. ChatGPT Ads is generally closed to these sectors for now.

The smallest ChatGPT Ads test would take more than 20% of your monthly search budget

Google Ads only for now. The next table shows where that line falls.

People need what you sell right away and search for it directly (repairs, deliveries, bookings, “near me” services)

Google Ads first. Consider ChatGPT Ads only once Google is profitable.

Buyers research and compare before they choose (courses, software, travel, furniture)

Google Ads as the base, plus a ChatGPT Ads test worth 10 to 20% of your monthly search budget. Expect less reach if you sell to companies, because their paid ChatGPT accounts show no ads.

What is the smallest ChatGPT Ads test you can run?

The smallest test is 28 days at the minimum daily budget. If that costs more than 20% of what you spend on search ads in a month, wait.

The minimums come from OpenAI’s campaign documentation, and the other two columns are calculated from them. The rows are not currency conversions of each other. OpenAI sets a lower minimum in riyals and dirhams than in dollars, so those tests cost less and, at the same click price, buy fewer clicks.

If you run no search ads yet and your budget sits on Meta, TikTok or Snapchat, apply the same 20% rule to your total monthly ad spend.

The test share is small because ChatGPT Ads is in beta, has no benchmarks and reaches only part of ChatGPT’s audience. Move more budget across only when your own numbers support it.

How to test ChatGPT Ads without hurting your Google results

Test one product for four weeks on its own budget, and leave your best Google campaigns untouched.

  1. Fund the test with new money or with spend from your weakest campaign.
  2. Pick one product or service and one landing page, ideally something people research before they choose.
  3. Set up measurement first: OpenAI’s pixel or Conversions API, plus UTM parameters on every ad.
  4. Start with a Clicks campaign, and set the daily budget to your test budget divided by 28. New ad groups can default to an automated bid strategy called Maximize results. On a small test, switch to a manual maximum bid so that no click costs more than you planned.
  5. Write at least five distinct ads and specific context hints.
  6. Let it run for four weeks without major changes. Then compare cost per lead and lead quality with your Google numbers for the same period, and check whether searches for your brand name and direct visits rose.
  7. Decide. As a rule of thumb, with fewer than 20 conversions, judge lead quality and not cost per lead, and extend the test if the leads are good. With 20 or more, raise the budget if cost per lead is within about 30% of Google’s, hold if it is higher, and stop if the leads are poor.

Frequently asked questions about Google Ads vs ChatGPT Ads

How do you run ads on ChatGPT?

You run ads on ChatGPT through OpenAI’s self-serve Ads Manager at ads.openai.com. Create an account, verify your business and add billing, then build a campaign with an objective, a budget, context hints and ads. Your ads start showing after they pass OpenAI’s review.

What do ChatGPT ads look like?

A ChatGPT ad is a sponsored card shown beneath the AI’s response. It contains the advertiser’s name and logo, a headline, a short description, an image and a link to a landing page. It is labeled as sponsored and kept separate from the answer.

What is the minimum budget for ChatGPT Ads?

ChatGPT Ads sets a minimum daily budget of $25 in dollar-billed accounts, 50 SAR in riyal-billed accounts and 65 AED in dirham-billed accounts. A four-week test at the minimum costs up to $700, 1,400 SAR or 1,820 AED. Google Ads has no minimum spend.

Why does ChatGPT have ads now?

ChatGPT has carried ads since February 9, 2026, when OpenAI began testing them in the US. OpenAI says ads help fund free and low-cost access, so they appear on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts stay ad-free.

Why should you keep Google Ads if ChatGPT Ads is growing?

Google Ads reaches people at the moment they search, works in almost every country and sector, and has mature measurement. ChatGPT Ads is in beta, cannot reach users on Plus or higher plans and has no benchmarks yet. Treat it as an addition to test, and keep Google as your base.

What to do next with Google Ads and ChatGPT Ads

Google Ads catches people when they search, and ChatGPT Ads meets them while they are still making up their minds. Your next step is to run the checks in the budget table and, if you pass them, set up the four-week test.
