WhatsApp Business API pricing changed on 1 October 2026: Meta now charges for service messages — the free-form replies a business sends inside the 24-hour customer service window — and for utility templates sent in that window. Meta partners report that each business phone number gets 1,000 free service messages a month. Chats that start from Click-to-WhatsApp ads keep their 72-hour free window.
Key takeaways
- Since 1 Oct 2026, service messages and in-window utility templates on the WhatsApp Business Platform are billed per message (Meta for Developers); partners say only delivered messages count.
- Service messages cost the same as utility/authentication messages in each market; Meta partners report 1,000 free service messages per number per month (Gupshup).
- The 72-hour free entry point window from Click-to-WhatsApp ads stays free — except Meta Business Agent, billed at $2 per 1M tokens (Meta).
What changed in WhatsApp Business API pricing on 1 October 2026?
Meta’s developer documentation on non-template message pricing sets out a three-step timeline. On 1 July 2026, Meta launched the Meta Business Agent Platform. On 1 August 2026, it started charging for Meta Business Agent messages per token. And on 1 October 2026, it began charging for service messages, which had not been charged since November 2024, and for utility messages sent within an open 24-hour customer service window, which had been free since 1 July 2025.
A service message is any free-form (non-template) reply your business sends after a customer writes to you — whether a human agent types it or a third-party chatbot or AI sends it. In practice, that is most of the customer-support and sales-chat traffic many businesses run on WhatsApp.
Marketing and authentication templates were already paid and are unchanged in how they are billed, though partners report marketing rates in Gulf markets rose about 15% on 1 October. Meta’s main WhatsApp Business Platform pricing page explains that template charges apply when a message is delivered, not when it is sent, and depend on the category and the recipient’s country calling code.
One thing to be aware of: some Meta pages have not caught up. When we checked on 13 October 2026, the whatsappbusiness.com pricing page (last modified May 2026), and parts of Meta’s main developer pricing page, still said messages inside the customer service window are free. The developer documentation linked above is the page that describes the 1 October change, and Meta partners including Gupshup and respond.io describe the same change taking effect on 1 October 2026.
What is free and what is charged now?
| Message type | Before 1 Oct 2026 | From 1 Oct 2026 |
|---|---|---|

How much does a WhatsApp service message cost in Saudi Arabia, the UAE and Lebanon?
Meta says service messages are charged per message at the same rate as utility and authentication messages in each market, with no volume tiers for service messages, and that rates may change up to quarterly (Meta). Meta publishes rate cards in 16 currencies, including SAR and AED (Meta).
Meta’s rate card itself sits behind a download, so the figures below come from Meta partners who republished it. Treat them as a guide and confirm against the current card before you budget.
| Market (recipient number) | Marketing template (from 1 Oct 2026) | Service / utility (from 1 Oct 2026) | Reported by |
|---|---|---|---|
| Saudi Arabia (+966) | $0.0576 (up from $0.0501) | $0.0107 | YCloud (marketing); ChatMaxima (service) |
| United Arab Emirates | $0.0576 (up from $0.0499) | $0.0157 | YCloud; ChatMaxima |
| Rest of Middle East (incl. Lebanon, Jordan, Bahrain, Yemen) | $0.0392 (up from $0.0341) | Check Meta’s rate card | YCloud |
Meta’s pricing page lists Lebanon under “Rest of Middle East” and Saudi Arabia as its own market (Meta). Rates are in USD per delivered message, before any markup your provider adds.
A quick worked example
Say a Riyadh online store sends 3,000 service replies to Saudi numbers in a month from one business number. Using the reported $0.0107 rate, the first 1,000 are free and the remaining 2,000 cost about 2,000 × $0.0107 = $21.40 for the month. Utility templates sent in-window (order confirmations, shipping updates) are billed on top, from the first one. This is our own illustration — your real bill depends on Meta’s current rate card and your provider’s fees.
How does Meta Business Agent pricing work?
Meta Business Agent is Meta’s own AI agent for business chats. Meta charges one global rate of $2.00 per 1 million tokens, and estimates about 20,000–25,000 tokens per message — roughly 4–5 US cents per message. Meta’s examples put a simple four-message inquiry at about 16–20 cents and a complex ten-message interaction at about 40–50 cents (Meta).
Meta says only one charge applies per message, covering both the AI and message delivery. Its own comparison for 10,000 messages to users in Brazil estimates about $268 for service messages answered by a lower-complexity third-party AI (about 2 cents of AI cost plus 0.68 cents of WhatsApp delivery each), about $968 with a higher-complexity third-party AI, and about $400–$500 for Meta Business Agent. These are Meta’s own figures. Note that Meta Business Agent messages are not free inside the 24-hour window or the 72-hour free entry point window. Are Click-to-WhatsApp ads still a free way to chat?
Yes, for normal messages. Meta’s documentation says that when a customer messages you through a Click to WhatsApp ad or a Facebook Page call-to-action button, a free entry point window opens, and “all messages are free for 72 hours, including template messages” sent within it (Meta). Meta notes the window opens only when the customer messages from WhatsApp on Android or iOS, not desktop or web. That window is independent of the 24-hour customer service window.
In our view, this makes Click-to-WhatsApp campaigns more attractive for businesses that rely on chat to sell: the ad pays for the conversation start, and the follow-up replies inside 72 hours carry no WhatsApp message fee. If you run Meta ads, our guides on getting more leads from social media and Meta AI Business Assistant show how to set this up.
How can you lower your WhatsApp API bill? 7 steps
- Find out what you send. Pull last month’s message counts by category (service, utility, marketing, authentication) from WhatsApp Manager or your provider. You can’t budget what you don’t measure.
- Check your billing setup now. ChatMaxima says service messages stop being delivered after the free 1,000 until a payment method is added or the month resets, and YCloud warns delivery may stop if no payment method was added before 1 October. If you use a provider’s prepaid wallet, keep it topped up.
- Route new conversations through Click-to-WhatsApp ads. The 72-hour free entry point window keeps follow-up messages free (Meta Business Agent excepted).
- Answer in fewer, better messages. Every delivered service reply after the free 1,000 counts. Saved replies that combine price, delivery and payment details into one message cut volume.
- Review in-window utility templates. Order and shipping updates sent inside the 24-hour window are now billed from the first message, so drop the ones customers don’t need.
- Check your provider’s markup. respond.io suggests comparing your invoice with Meta’s published rate; card fees and currency conversion can also add cost. Billing in SAR or AED may help if your provider supports it.
- Price AI replies before switching them on. Compare Meta Business Agent’s per-token cost with your current chatbot provider plus WhatsApp’s service rate for your market.
What should marketers and business owners do now?
Use this quick checklist this week:
- Confirm whether you use the WhatsApp Business Platform (API) or only the WhatsApp Business app.
- Download Meta’s current rate card in your billing currency and note the rates for your main markets.
- Check that a payment method is active on your WhatsApp Business Account.
- Set a monthly alert for service messages per number so you know when you pass 1,000.
- Tag WhatsApp conversations by source (ad, website button, QR code) to see which ones start free.
- Make sure customers can find you easily — our guide to WhatsApp usernames covers the new handle feature, and WhatsApp Plus explains the consumer subscription.
Frequently asked questions
Are WhatsApp service messages free in 2026?
Not any more, if you use the WhatsApp Business Platform (API). Since 1 October 2026, Meta charges for service messages — free-form replies inside the 24-hour customer service window. Meta partners such as Gupshup and respond.io report a free allowance of 1,000 service messages per business phone number per month, with charges applying after that.
How much does a WhatsApp service message cost?
Meta’s documentation says service messages are charged at the same rate as utility and authentication messages in each market. ChatMaxima, citing Meta’s 1 October 2026 rate card, lists about $0.0107 per message for Saudi Arabia and $0.0157 for the UAE. Rates can change up to quarterly, so check Meta’s current rate card before budgeting.
Are messages from Click-to-WhatsApp ads still free?
Yes. Meta’s documentation says message delivery stays free inside the 72-hour free entry point window that opens when a customer messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button. The exception is Meta Business Agent messages, which are billed per token even inside that window.
What is Meta Business Agent pricing?
Meta charges one global rate of $2.00 per 1 million tokens for Meta Business Agent messages, billed from 1 August 2026. Meta estimates roughly 20,000–25,000 tokens per message, or about 4–5 US cents per message, with one charge covering both the AI and message delivery.
Do utility messages cost money now?
Yes. Utility templates sent inside an open 24-hour customer service window were free from 1 July 2025 and became chargeable on 1 October 2026, according to Meta’s documentation. Utility and authentication templates still qualify for monthly volume tiers that lower the rate at higher volumes.
Does this change affect the free WhatsApp Business app?
Meta’s pricing documentation covers the WhatsApp Business Platform, which businesses use through the Cloud API or a provider (BSP). It does not describe per-message charges for the regular WhatsApp Business app. If you only use the app on your phone, this rate card is not what you are billed under.
What happens if I don’t add a payment method?
ChatMaxima says that once the free allowance is used, service messages are not delivered until a payment method is added or the month resets. YCloud warns delivery may stop if no payment method was added before 1 October, and respond.io notes that prepaid provider wallets need enough balance. Check your WhatsApp Manager or provider dashboard now.
How can a business in Lebanon or Saudi Arabia reduce WhatsApp API costs?
Start chats from Click-to-WhatsApp ads to use the 72-hour free window, solve questions in fewer messages, and keep templates to what customers actually need. Also compare your provider’s invoice with Meta’s published rate to spot markups, and track where your 1,000 free service messages go each month.
